Theoretical background of the Study: a) Effective crime prevention is achieved not by policing alone, but through the cooperative effort of the community based on a mature understanding of the causative factors of crime. The community in this context is the local neighborhood that has a commonality of interests in prevention of crime and in enhancing the sense of security of all local residents. If the community is properly mobilized and educated, it can evolve joint and collaborative strategies that can break the crime triangle- the victim, the offender and the location- at a suitable point. Neighborhood watch is one such strategy. b) The Study assumes that the best way to enlist Community collaboration in reducing crime is through two means-1) Physical Means- This is called as Target Hardening in which each home is assessed for its vulnerability to victimization and measures are designed to deter the offender from gaining easy access to the potential victim. This can be most effectively attempted at the stage of planning construction and if this has not been possible, then through suitable modification of existing structure. Target hardening can be more effective if, in addition to physical restructuring, the immediate neighbors undertake to keep a watch on the potential victim’s premises and access points in order to detect and report any suspicious activity to the police promptly. c) The Study further proceeds on the less obvious assumption hat that target hardening through physical measures can be most effectively supplemented by eliminating alienation and anonymity in the local neighborhood by means of community mobilization and social cohesion. This is because when local residents come together in a spirit of fraternity and mutual support, they are able to see more clearly criminogenic factors, whether on account of deviation or neighborhood decline and disorder. It is then possible to identify local problems of petty annoyance or disorderly behavior that when neglected ultimately lead to crime and to devise effective strategies to find suitable solutions through a process of constant consultation and consensus. d) The Study also assumes that today the idea gaining currency is that prevention of crime-especially crime involving neighborhoods is a responsibility that must be shared by the Police as well as the citizens in a spirit of partnership. The police has traditionally promoted the idea that they are exclusively responsible for crime control and that the community has no role whatever in the matter. The community on its part seldom understands or appreciates that factors that cause crime such as poverty or psychological aberration is beyond the capacity of the police to control. As a result crime prevention strategies in the past placed too much reliance on the police agency as crime fighters. Sociological research and field experiments conducted in the USA during the 1970s clearly brought out the fact that an increase in police presence hardly ever led to a decline in crime; stringent enforcement at best led to displacement. On the other hand, foot patrol, which brought the police and the community closer, did in fact have a positive impact in reducing crime and the fear of crime in the community. The police also therefore stand to gain such strategies of crime prevention undertaken in partnership with the community. Findings and recommendations:   For crime control society has traditionally relied on formal police organizations and their time-honored practices of deterrence such as random patrol, fast response, strong armed enforcement represented by terms such as zero tolerance and investigation and prosecution of offenders. But police ineffectiveness and police inadequacy in dealing with crime have been sufficiently well documented. Community policing that has replaced the traditional enforcement style of policing is based on the assumption that the police need to develop positive relations with the community, involve the community in the quest for crime control and crime prevention and further pool their resources with those of the community to address the most pressing concerns of its members. The police strategy is adapted to fit the needs of particular neighborhoods and neighborhood watch happens to be one that suits most communities, once they have been properly mobilized and educated. The Study has been based on the assumptions of the community policing paradigm and has relied upon the responses of members of the community which is the local neighborhood in this case and empirical data collected through official police sources to develop a reliable understanding of the impact of neighborhood watch on important concerns of the community such as crime and the fear of crime and victimization, neighborhood decline and disorder and the lack of social cohesion that results from a fear of crime and distrust of others. Though the program alone will not be capable of eliminating crime and disorder entirely by itself, the Study amply demonstrates that in combination with other strategies of community policing it can go a long way in reducing crime and the fear of crime and additionally bring about greater social cohesion. Also, these neurotransmitters, by binding on to the receptors, must bring about a change in the post-synaptic neuron, namely an EPSP (excitatory post-synaptic potential) or an IPSP (inhibitory post-synaptic potential), which may or may not lead to an action potential triggering in the post-synaptic neuron. EPSPs and IPSPs are produced in the post-synaptic neuron due to variations in either the Na+ or Cl- concentrations within the neuron. A change in concentration occurs when the protein channels which gate ion flow, permit Na+ or CL- to migrate across the cell membrane. The question now is, what causes the protein channels to open to Na+ or Cl-. In essence, there are three manners in which the ion flow can come about. The simplest way in which neurotransmitter-receptor binding can cause the opening of the protein channels is when the receptor is located immediately on top of the protein channel. Once a neurotransmitter binds on to the receptor, it causes the protein channel to permit ion flow. Receptors can also be acting on protein channels in more indirect fashion, via a second messenger system. A second messenger system is characterized by a G Protein's inclusion in the transduction of "signals from the transmembrane receptors to intracellular effectors." (1) That means, the binding of a neurotransmitter to a receptor activates a G Protein, which causes the protein channels gating ion flow to open. For this, two general mechanisms exist. You would have to continuously do this until you run out of the eggroll wrapping sheets or out of the pork itself. You would have to have your fryer at three hundred and fifty degrees and wait until the oil boils.The best way to figure out if the oil is hot and ready is by sticking a wooden chopstick into the oil and seeing if there are sizzling bubbles bubbling around the wooden chopstick. Once the oil is hot, you drop however many eggrolls you want or that would fit in your fryer or pot, and let it fry in the fryer. You leave it in there for about five to eight minutes and then check on it again. If it looks golden brown, you can either flip it and leave it in the fryer for another two minutes or simply take it out and se t it on a plate or basket with napkins beneath it so the oil could drip on it.In the end, all you have to do is boil some Vietnamese rice noodles, chop the vegetables you would like to eat with the eggrolls, and make the Vietnamese special sauce if you please. You would put the noodles first into a bowl or a plate, put the vegetables that you would like onto the top of the noodles, then take a pair of scissors and cut the eggrolls to fall on top of the vegetables. Originally composed in 1991, its first official appearance was in The Journal of Irreproducible Results in 1994. Since then, it has made its way around the Internet under various titles, including Spell Checker Blues, Owed to a Spelling Checker, and Spellbound. The title of the poem as we know it today is Candidate for a Pullet Surprise, and the expanded version was composed in 1992 by Dr. Jerrold H. Zar, professor emeritus of biology and retired dean of the graduate school at Northern Illinois University. According to Dr. Zar, the title was suggested by Pamela Brown, the opening lines were drafted by Mark Eckman, and 123 of the poems 225 words are faulty, although all are correctly spelled. The traditional approach to learning guitar mainly dominated in the pre-Internet era of 70s and 80s, when teaching resources were very limited. However, in no way did the restricted availability of teaching materials affect students willingness to explore and learn the new instrument. It was just the specific approach towards knowledge attainment that was very different to the one that we know and are used to nowadays. Therefore my main focus will be on researching the pre-Internet times, which I refer to as the classic rock era, in order to examine and assess the guitar learning methods of that period. The modern approach to learning guitar has first come to the picture with the arrival of the Internet. The Internet revolutionised and reshaped the whole guitar learning model. Unlimited teaching resources (online lessons, videos, instructional DVDs, YouTube, digital sheet music) are just a few clicks away. Students are no longer required to leave their bedrooms to be able to attain musical knowledge. With the vast availability of technologically advanced software and equipment everyone can effortlessly learn an instrument. But is the previous sentence entirely true? Is it possible to learn an instrument and develop ones musicality without interacting with other musicians? Again, I will research the area of the e-learning process in order to determine and assess what effects, if any, it has on modern musicians and to be able to answer the above questions. To briefly summarise, there are two major problems my dissertation will address: The differences between the modern instrument learning process and the one of the classic rock era; By contrasting the two above processes I will decide which one is more beneficial to the learner; Some of the research questions this paper will examine and answer are: How important is it to learn an instrument and develop ones skills and musicality by interacting and playing with other musicians (the traditional approach)? To answer these questions I will conduct a sociological analysis of this matter using available books on the importance of team work in the learning process and other necessary sources. Furthermore I will conduct a range of adequately structured and in-depth interviews with current tutors who were either educated back in the 70s or in the modern Internet era. Some exemplary questions I might ask are: Was the lack of teaching resources a discouraging or motivating factor in the guitar learning process?, What kind of research methods did you use to obtain the essential information required for the learning? It might be possible, with other branches of knowledge, to eliminate the interactive part of learning but when it comes to music, its highly unlikely for a music student to perform well when the collaborative factor is omitted. It is commonly known that students tend to attain knowledge most effectively when they are given the opportunity to interact with other students. Such interactions among students also help to develop strong group problem solving skills. For that reason, the importance of meeting students learning peers, exchanging ideas and sharing common musical experiences can never be underestimated. In an early stage of musical education, it is always advisable to provide young students with proper guidance from tutors. Carrying out the initial study through the face-to-face approach allows creating more controlled environment for children to be taught in. Of course, it should not be assumed that the more controlled environment and guidance are not achievable through the process of online learning, but the fact, that there is very little control, which a teacher wields on a student, might suggest the superiority of the traditional learning over e-learning. While analysing these findings, it can be rightly assumed that traditional learning is not necessarily the best way of maintaining a learning process. For that reason, e-learning models are regarded as good educational models that constantly evolve and improve, offering music students better tools and opportunities to achieve their educational goals. But how can we define a good educational model? A good educational model must be able to provide the student with satisfactory learning environment, in which they are able to think by themselves, to be creative and original, to solve problems and to interact with their surroundings in a collaborative way. With its flexibility, accessibility and convenience; e-learning seems to be the perfect way to develop these objectives (Rashty 2001). Referring to past studies on online learning David Rashty (2001) points out that students have expressed higher satisfaction from the computer-mediated learning, and rated the learning as more effective than in the traditional framework. A further analysis of the modern approach reveals a number of characteristic features of this model, which are superior to traditional learning. Critical thinking was intended to enable a choice of information, the ability to choose among several solutions, the ability to assess the force of a given argument, and the ability to reach decisions. The critical thinking grows stronger also following use of graphics and hypertext, which refine the hierarchy and logical structure of the concepts on the Web. Also, use of technology creates a greater commitment on the students part to learning.
